FISCAL NOTE ANALYSIS
STATE OF ALASKA BILL NO. HB 63
2024 LEGISLATIVE SESSION
Analysis
The Workers' Compensation Appeals Commission (WCAC) hears appeals of final decisions and orders of the Workers'
Compensation Board. This legislation would require new appeal cases to be filed with the Alaska Superior Court beginning
on June 1, 2024, but would retain the WCAC's jurisdiction over pending matters until December 1, 2024. The WCAC would
dissolve effective December 31, 2024.
This legislation would eliminate two positions and associated funding necessary to operate the Workers' Compensation
Appeals Commission. Based on the December 31, 2024 date for the final repeal of the commission, FY25 cost savings are
expected to be 50 percent of the budgeted costs for the year.
The regulations applicable to the Workers' Compensation Appeals Commission under 8 AAC 57.010 through 8 AAC 56.990
would need to be amended and ultimately repealed once the WCAC was dissolved.
