Analysis
This legislation removes Alaska‐licensed veterinarians from the requirement to register with the state’s controlled
substance prescription database, commonly referred to as the Prescription Drug Monitoring Program (PDMP).
Veterinarians would be removed from the requirement to review the prescription history of the animal’s owner/caregiver
in the PDMP before prescribing, administering, or dispensing a federal schedule II or III controlled substance. The
reporting requirement for submitting data on a controlled substance on the federal Drug Enforcement Agency’s schedule
II or III to the PDMP would also be removed. There is no direct cost to the licensee as a result of the PDMP. All costs
related to the PDMP are covered by several grants with the Department of Health.
Under AS 17.30.200(d)(3), optional access by veterinarians would be permitted. On May 19, 2020 the Board of
Veterinarians adopted regulations to require the registration of veterinarians with the PDMP database under AS
17.30.200. These regulations would need to be repealed.
If the bill passes the following expenses will be incurred: Services: $1.4 (printing, postage, and legal costs for regulations
project to conform with statutory changes)
Professional licensing programs within the Division of Corporations, Business and Professional Licensing are primarily
funded by receipt supported services, fund source 1156 Rcpt Svcs (DGF). Licensing fees for each program are set per AS
08.01.065 so the revenue collected approximately equals the occupation’s actual regulatory costs.
