A BILL
FOR AN ACT ENTITLED
1 "An Act relating to the membership of the Board of Governors of the Alaska Bar."
2 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:
3 * Section 1. AS 08.08.040(a) is amended to read:
4 (a) There is created a Board of Governors of the Alaska Bar [TO BE
5 ELECTED UNDER BYLAWS AND REGULATIONS ADOPTED BY THE
6 BOARD].
7 * Sec. 2. AS 08.08.050(a) is repealed and reenacted to read:
8 (a) The board consists of 12 members appointed by the governor and subject
9 to confirmation by a majority of the members of the legislature in joint session.
10 Members of the board shall be appointed as follows:
11 (1) two members of the Alaska Bar residing in the first judicial district;
12 (2) four members of the Alaska Bar residing in the third judicial
13 district;
14 (3) two members of the Alaska Bar residing in the combined area of
15 the second and fourth judicial districts;

1 (4) one member of the Alaska Bar at large residing in the state; and
2 (5) three public members.
3 * Sec. 3. AS 08.08.050(b) is amended to read:
4 (b) Members of the Board of Governors shall hold office for three years and
5 until their successors are [ELECTED OR] appointed and qualified.
6 * Sec. 4. AS 08.08.050(c) is amended to read:
7 (c) Four board members shall be selected on the following triennial rotation:
8 (1) in the first year, one member from the first judicial district, one
9 member from the combined area of the second and fourth judicial districts, one
10 member from the third judicial district, and one public [APPOINTED] member;
11 (2) in the second year, one member at large, two members from the
12 third judicial district, and one public [APPOINTED] member; and
13 (3) in the third year, one member from the combined area of the
14 second and fourth judicial districts, one member from the third judicial district, one
15 member from the first judicial district, and one public [APPOINTED] member.
16 * Sec. 5. AS 08.08.070 is repealed and reenacted to read:
17 Sec. 08.08.070. Vacancies on the board. If a vacancy arises on the Board of
18 Governors, the governor shall appoint a qualified person to serve the balance of the
19 unexpired term. A person appointed to fill the balance of an unexpired term shall be
20 subject to confirmation by a majority of the members of the legislature in joint session
21 and shall serve from the date of appointment until the expiration of the term.
22 * Sec. 6. AS 08.08.040(b) is repealed.
23 * Sec. 7. The uncodified law of the State of Alaska is amended by adding a new section to
24 read:
25 TRANSITION. A person who is a member of the Board of Governors of the Alaska
26 Bar on the day before the effective date of this Act continues to serve until the expiration of
27 the member's term. The governor shall make appointments for a vacancy that occurs on or
28 after the effective date of this Act in accordance with AS 08.08.050(a), as repealed and
29 reenacted by sec. 2 of this Act.
