STATE OF ALASKA BILL NO. LL-0541
2022 LEGISLATIVE SESSION
Analysis
The bill would change the Alaska Historical Preservation Acts (AS 41.35) definition of historic, prehistoric and
archeological resources located on state land deserving protection from loss, desecration or destruction to include
artifacts, defined as humancrafted objects at least 50 years old having significant historical value that are either
irreplaceable or part of the states intrinsic foundational story. While current law makes violation of the Act a class A
misdemeanor, the bill would make such violations a class B felony if the artifact or resource at issue was valued at equal
to or more than $25,000. The class A misdemeanor violation would be retained, but limited to cases in which the artifact
was valued at less than $25,000.
The bill would not have significant impact to the Office of History and Archeology ; therefore, the department submits a
zero fiscal note.
