2022 LEGISLATIVE SESSION
Analysis
This bill mandates the creation of a new program focused on dementia awareness. It requires the development and
implementation of specific strategies to ensure community engagement, the provision of educational materials, creation
and maintenance of a list of providers who provide dementia services, coordination of community based activities, and
implementation of a statewide comprehensive public awareness campaign in conjunction with stakeholders.
Effective public health campaigns require dedicated messaging and activities on focused objectives that can be measured
to evaluate for effectiveness over time. They require the employment of a wide range of strategies, outreach, and
communication approaches that connect with a vast array of audiences by translating complex medical information into
digestible content that will resonate with the public. Campaigns should be geared to motivate and empower risk reduction
behaviors and be considered and adopted.
Year 1 (FY2023) includes personal services costs for eight months (to account for the time to recruit and hire) for a full
time Public Health Specialist II at a Step C. Travel will be needed for training and convening community partners and those
with lived experience to develop a strategic plan to implement all aspects of the legislation. Services costs are for contracts
for the implementation of public education campaigns; creation of educational materials for distribution; support for
outreach activities; training of specific professionals to be able to identify those experiencing symptoms so they can more
effectively work with them; and to maintain and publish annual data, information, resources, and other related
information to a publicfacing website that can be actively maintained. Commodities costs are for computer equipment for
the new position.
Years 2 5 (FY2024FY2028) include costs similar to those for year 1, except personal services and services costs will be for
the full year and not prorated like they are for the first year. Also, the department will not need to purchase new
computer equipment for each of these years.
