FISCAL NOTE ANALYSIS
STATE OF ALASKA BILL NO. 0
2022 LEGISLATIVE SESSION
Analysis
SB204 increases the number of harvest permits and McNeil River viewing permits available for auction and raffle. It also
adds the emperor goose to the list of species eligible for auction and raffle.
Qualified organizations may keep a portion of the revenues from the auction and sale of permits as described in section 4.
Annual revenue from these permits have been increasing over time as more user groups have learned of the program and
the raffle particularly has gained popularity. Five years ago, the program resulted in approximately $200,000 in revenue.
Over the last two years two years combined, revenue rose to approximately $1 million.
These changes will not cause any additional burden on the department. However, future revenues are expected to
fluctuate year to year, therefore the department submits a zero fiscal note with indeterminate revenue.
