Analysis
   Senate Bill 187 requires defendants convicted of sexual crimes to report additional information for entry in the state sex
   offender registry, and imposes additional requirements on those required to register (secs. 5-8). Section 9 adds additional
   offenses that would require the offender to register in the sex registry; section 11 expands the definition of domestic
   violence crimes to include harassment and other offenses. These changes will not have a fiscal impact on the court
   system.
   Senate Bill 187 also adds a new crime of harassment in the first degree as a C felony, and increases the penalties for other
   levels of harassment (secs. 1-4). It expands a probation officers authority to file a complaint in court (sec. 12) for certain
   violations of a defendants probation conditions, and expands the authority of a pretrial services officer to arrest and file a
   complaint for certain offenses (sec. 13).
   These changes in harassment law and in authority to file actions in court may result in an increase in filings for these
   offenses and/or an increase in workload for handling these cases. Nonetheless, the court system anticipates that the
   change in filings will be minimal, and that it will be able to absorb any additional work required by these changes with
   existing resources. The court system therefore submits this zero fiscal note.
