STATE OF ALASKA BILL NO. 31

Analysis
This bill adds the citations for distribution or possession of child pornography (AS 11.61.12511.61.127) to the list of
causes requiring lifetime revocation of a teaching certificate upon conviction by the Professional Teaching Practices
Commission (PTPC) or the commissioner (AS 14.20.030(b)).
The applicability of this section is retroactive and applies to convictions occurring before, on, or after the effective date of
this bill for conduct occurring before, on, or after the effective date of this bill. This means that if a teacher is already
licensed and it is discovered that they had been convicted of possessing or distributing child pornography in the past, that
person's teaching certificate must be revoked.
The PTPC would need to review regulations and make necessary changes to bring the code of ethical standards
regulations into conformity. There is a onetime increment of $6.0 to implement the necessary regulation changes.
