Analysis
This bill transfers responsibility for registration and certification of dental radiologic devices from the Board of Dental
Examiners to the Department of Health, effective July 1, 2023. The department will need to promulgate regulations. The
Division of Public Health currently has responsibility for all other radiologic device inspections which are carried out by a
single Radiological Health Physicist.
The fiscal note describes an initial cost and implementation period funded by GF Match followed by flat funding from a
reimbursable services agreement with the Department of Commerce, Community, and Economic Development as part of
the fees charged to licensed dentists.
There are approximately 2,200 individual dental devices/practices currently licenced for radiological equipment by the
Board of Dental Examiners. Of those, about 1,000 are in Anchorage. Due to the volume of devices, the Division of Public
Health will need to hire one additional inspector (Radiological Health Physicist 1, range 19) along with one parttime
administrative position (Office Assistant 2, range 10) to provide support to the program and coordination with licensed
dentists. The inspector will also incur travel costs to perform onsite, routine inspections and costs for office supplies and
other basic expenses for both of the new positions (phones, rent, utilities, etc.).
Onetime costs are needed initially for purchasing testing equipment, developing a radiological health database to handle
the additional workload, purchasing a field laptop, phone, and workstations for the new positions. Ongoing costs include
potential database development costs, annual calibration of equipment, travel costs, and salaries.
Year 1 calculation (FY2023): Salaries for a fulltime Radiological Health Physicist 1, parttime Office Assistant 2, contracted
database implementation, testing equipment, and computer equipment. The two positions are budgeted for eight
months because it will take a few months to recruit for and hire staff to fill the positions.
Year 2 6 calculation (FY2024 FY2028): Salaries for a fulltime Radiological Health Physicist 1, parttime Office Assistant 2,
contracted database maintenance, testing equipment calibration, and travel costs.
