Analysis
This bill amends AS 44.66.010(a)(5) to extend the statutory expiration date of the Council on Domestic Violence and Sexual
Assault to June 30, 2028. The council is currently set to expire on June 30, 2022.
The Council on Domestic Violence and Sexual Assault promotes the prevention of domestic violence and sexual assault
and provides safety for Alaskans victimized or impacted by domestic violence and sexual assault through a statewide
system of crisis intervention and support, and by demanding perpetrator accountability.
Should this bill pass, the fiscal cost to continue operations of the council are $30,986,100 for FY2023 and $30,486,100 for
FY2024 forward. The $500.0 difference is due to a onetime increment in FY2023.
This fiscal note assumes that the Coronavirus State and Local Fiscal Recovery Funds (Fund Source 1269) in the council's
FY2023 operating budget will transition to regular Federal Receipts (Fund Source 1002) in FY2024 forward based on the
presumption that the Victims of Crime Act (VOCA) Fix will be fully implemented. The VOCA Fix is a structure change to the
federal VOCA statute intended to stabilize the Crime Victims Fund (CVF) for the future.
