2022 LEGISLATIVE SESSION
Analysis
   This legislation will make numerous revisions to Alaskas election laws which will impact the Division of Elections services
   and procedures for all stateadministered elections beginning with the 2022 primary and general elections. Significant
   changes include: (1) a new requirement to implement rigorous signature verification for bymail voters; (2) adding a free
   online absentee ballot tracking system; (3) requiring routine forensic examination of precinct tabulators; (4) changes to
   Permanent Fund Dividend Automatic Voter Registration, including enhanced voter identification requirements; (5)
   enhanced voter list maintenance to ensure accuracy of voter rolls and professional audits of registered voters lists; (6)
   adding a toll free election offense hotline; (7) new requirements relating to oversight and destruction of used ballot
   materials; (8) requiring postage paid return envelopes with absentee ballots; and (9) extending the length of operation of
   the absentee ballot review board.
   The fiscal note has three cost components: FY22 and FY23 operating costs in advance of the 2022 primary and general
   election, requiring an immediate FY22 effective date; capital costs, also in advance of the 2022 election, requiring an
   immediate FY22 effective date, and ongoing operating costs beginning in FY24 to support future elections.
   These legislative changes require the following unrestricted general fund expenses:
   FY22 supplemental operating expenses
          Personal Services:
                    $80.5 (Seven Nonpermanent Election Clerks, range 12, to address absentee signature verification
                    and ballot tracking, and to support toll free hotline)
          Services:
                    $375.0 (Printing, postage, and legal costs for regulations project in FY2022)
                   $180.0 (Professional services including IT consulting, software maintenance, forensic auditing)
   FY22 Capital Costs: There is no provision for capital supplementals in the fiscal note template; however, the fiscal notes
   estimated FY23 capital cost in the amount of $5,225.0 should be considered as an FY22 capital supplemental. To be
   effective this election cycle, procurement must begin early in 2022 so equipment can be procured and staff appropriately
   trained in its operation and use.
                     $5,125.0 (Signature verification systems, software, support, and training for 5 regional offices)
                     $100.0 (Ballot tracking system and software)
   FY23 Operating Costs
         Personal Services:
                   $80.5 (Seven Nonpermanent Election Clerks, range 12)
         Services:
                   $348.0 (Printing, postage)
                   $595.0 (Professional services including IT consulting, software maintenance, forensic auditing)
                  $14.4 (Election board services)
   FY24 and beyond costs are reduced due to elimination of onetime startup costs.
