A BILL
FOR AN ACT ENTITLED
1 "An Act relating to vaccination equivalents for the COVID-19 virus; and providing for
2 an effective date."
3 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:
4 * Section 1. AS 18.15 is amended by adding new sections to read:
5 Article 7A. Vaccination Equivalents for COVID-19.
6 Sec. 18.15.700. Conditions of employment. Except as prohibited by federal
7 law, if an employer requires an employee, as a condition of employment, to be
8 vaccinated against COVID-19, the employer shall accept as equivalent to proof of
9 vaccination a serology test approved by the United States Food and Drug
10 Administration that shows measurable neutralizing antibodies to COVID-19. In this
11 section, "employee" and "employer" have the meanings given in AS 18.60.105(a).
12 Sec. 18.15.710. Access to areas and services. Except as prohibited by federal
13 law, if a business, state agency, or political subdivision of the state requires an
14 individual to be vaccinated against COVID-19 to access an area or service that is open

1 to the public, the business, state agency, or political subdivision shall accept as
2 equivalent to proof of vaccination a serology test approved by the United States Food
3 and Drug Administration that shows measurable neutralizing antibodies to COVID-19.
4 In this section, "business" has the meaning given in AS 18.35.399.
5 Sec. 18.15.720. Definition. In AS 18.15.700 - 18.15.720, "COVID-19" means
6 the novel coronavirus disease caused by the severe acute respiratory syndrome
7 coronavirus 2 (SARS-CoV-2).
8 * Sec. 2. This Act takes effect immediately under AS 01.10.070(c).
