FISCAL NOTE ANALYSIS
STATE OF ALASKA BILL NO. SB 148
2022 LEGISLATIVE SESSION
Analysis
This bill will create a mandatory boater education requirement to operate a boat in the State of Alaska. Regulations will
need to be established that ensure a minimum standard of boating safety education that is consistent with the National
Association of State Boating Law Administrators by the enact date of January 1, 2023.
The Office of Boating Safety is located within the Division of Parks and Outdoor Recreation and is funded by federal dollars
matched from the receipts collected from boat registration in the State of Alaska. The state has current training and
materials within the Alaska Office of Boating Safety, therefore, the division submits a zero fiscal note.
