FISCAL NOTE ANALYSIS
STATE OF ALASKA BILL NO. HB 173
2022 LEGISLATIVE SESSION
Analysis
The bill establishes a School Climate and School Connectedness Improvement Committee as an advisory committee within
the Department of Education and Early Development (DEED). The committee will meet at least once per year to discuss
issues regarding school climate and connectedness and establish regional and subjectmatter subcommittees to address
the specific needs of English language learners, vocational and technical education, special education, student athletes,
and other subjects as necessary. In addition, the committee will provide support to school districts in drafting and
implementing the required District School Climate and School Connectedness Plan.
A contractor would be needed to facilitate the committee and subcommittee meetings, provide followup services, and
support the committee members working with districts (1 advisory committee and 5 regional subcommittees): $23.0 per
year for two years for a total of $46.0.
[Yearly tasks: Contractor rate of $1.0 per day. Preparation for six meetings at $12.0 (two days for each of the six meetings;
total of twelve (12) days). One day facilitation for six meetings at $6.0. Followup activities to support committees at $5.0
(total of five days)].
