2022 LEGISLATIVE SESSION
Analysis
HB 145 introduces statutory authority for pharmacists to provide patient care services without a collaborative practice
agreement with a prescribing practitioner, which is currently a regulatory requirement under the Board of Pharmacy and
the State Medical Board. This bill would not eliminate collaborative practice agreements but would also allow pharmacists
to provide services for general health and wellness, disease prevention, and optimization of medication therapy
independently. It also clarifies pharmacists ability to prescribe vaccines and emergency medications and allows the Board
of Pharmacy to further define and clarify standards related to this scope of practice.
HB 145 also seeks to provide insurance reimbursement for these wellness services since pharmacists are not included in
the current definition of provider".
This legislation will require the division to adopt regulations. The cost of the regulation project will be absorbed in the
division's existing budget.
Professional licensing programs within the Division of Corporations, Business and Professional Licensing are primarily
funded by Receipt Supported Services, fund source 1156 Rcpt Svcs (DGF). Licensing fees for each occupation are set per AS
08.01.065 so the total amount of revenue collected approximately equals the occupations actual regulatory costs.
