2022 LEGISLATIVE SESSION
Analysis
This bill creates a new service for individuals on Medicaid home and communitybased waivers, adult home care, and a
new residential setting type, adult home care home, that may offer an appealing alternative to existing care and living
arrangements available under the waivers. The bill also directs the department to develop a streamlined application and
approval process for the adult home care service and setting for children on waivers and in foster care who are aging out
of the foster care system.
The Division of Health Care Services will need one Community Care Licensing Specialist 1 to license approximately 40 new
providers in the first two years. Each Community Care Licensing Specialist has an average case load of 6070 providers. As
the number of providers increases over time a second Community Care Licensing Specialist I will be needed to handle the
additional provider licensing and relicensing in year six. Licensing regulations will need to be revised.
One fulltime Community Care Licensing Specialist 1 (including benefits): Range 16, Anchorage: $95.0 in FY2023 and
beginning in FY2028 and beyond two Community Care Licensing Specialists will be needed at a cost of $190.0 annually.
Travel: $10.0 annually for each position to license and recertify providers. Years one through five $10.0 annually and year
six $20.0 annually.
Services: Office space, phone, reimbursable services agreements for position support: $10.0 annually for each position.
Years one through five $10.0 annually and year six $20.0 annually.
Commodities: Office Supplies $1.0 annually for each position. Years one through five $1.0 annually and year six $2.0
annually.
OneTime Commodities Cost: Computer, software, and office equipment: $3.0 in the first year and $3.0 in year six with the
addition of one more position.
