STATE OF ALASKA BILL NO. HB118
2022 LEGISLATIVE SESSION
Analysis
This bill amends AS 33.30.015(a) relating to living conditions for prisoners by removing the restriction prohibiting a
prisoner from possessing a computer in the prisoner's cell and expanding the approved purposes for which a prisoner may
use a computer to include facilitation of rehabilitation, compliance with a reentry or case plan, access to legal reference
materials, visitation, or health care.
This bill also amends AS 33.30.011 to require the Department of Corrections (DOC) and the Department of Administration
(DOA) to make a good faith effort to ensure prisoners serving an active term of imprisonment of more than 120 days have
a state identification card upon release.
Passage of this bill will allow prisoners within a DOC facility to use current technology to assist with and support their
rehabilitation and successful reentry with no anticipated fiscal impact to the department. Coordination with DOA
regarding state identification cards for prisoners can also be accomplished with no fiscal impact. Therefore, a zero fiscal
note is being submitted.
