FISCAL NOTE ANALYSIS
STATE OF ALASKA BILL NO.
2021 LEGISLATIVE SESSION
Analysis
The Division of Retirement and Benefits (the Division) anticipates no fiscal impact to the AlaskaCare employee and retiree
medical plans.
The Division will establish data feeds to submit payment and other data for the AlaskaCare health plan medical, pharmacy,
and health-care related claims to an external all-payer claims database (ACPD). This assumes such feeds would occur no
more frequently than once per month and the reporting requirements would be inline with industry standards.
Establishing and maintaining feeds from multiple third-party claims administrators to authorized external entities as
directed by the Division is anticipated to incur minimal fees. These costs have been allocated within the existing contract
fee schedule and can be absorbed within the current budget. The Division anticipates the need for legal review and advice
during the initial setup which is a standard part of normal business operations and is not anticipated to have a budgetary
impact.
