2022 LEGISLATIVE SESSION
Analysis
This bill amends AS 14.35 by adding new Concurrent Vocational Education, Training, and On-the-Job Trade Experience
Programs to provide public secondary school students over 14 years of age the opportunity to participate in concurrent
vocational education, training, and on-the-job trade experience.
The bill provides for school districts to negotiate contracts with agencies to provide industry-standard instruction and
certification. The bill outlines the deliverables and the responsibilities of each entity including the payment of any tuition
costs associated with the programs by districts. School Districts will be responsible for creating lists of programs providing
work-based learning opportunities to students, and outlining the process for student enrollment and options for
instructor certification. School districts would be responsible for creating individual learning plans for participating
students in collaboration with the student, parent, and school counselor that provide for assessing student progress and
monitoring student work.
In FY2023, a one-time increment of $6.0 is included for legal services costs associated with producing new regulations.
