A RESOLUTION
1 Suspending certain Uniform Rules of the Alaska State Legislature during the First
2 Regular Session of the Thirty-Second Alaska State Legislature to allow the house of
3 representatives to organize to do business; and providing for temporary rules for the
4 house of representatives.
5 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA:
6 That under Rule 54, Uniform Rules of the Alaska State Legislature, during the First
7 Regular Session of the Thirty-Second Alaska State Legislature, the Uniform Rules of the
8 Alaska State Legislature, except Rules 1(b), 14 - 17, 26 - 32, 34 - 38, 39(a), 39(c) - (g), 41, 45,
9 46, and 50 - 55, are suspended to the extent necessary and for the limited purpose of granting
10 the house of representatives the authority to organize in any manner agreed upon by a
11 majority of the full membership of the house, including the authority to grant the temporary
12 presiding officer additional authority and to allow the house to consider legislation without
13 the election of a permanent presiding officer or the formation of committees, subject to the
14 following terms:
15 (1) a motion to open nominations for a permanent presiding officer in the

1 house of representatives shall be in order at any time;
2 (2) the house of representatives shall convene daily at 10:00 a.m., unless
3 otherwise ordered by a majority vote of the members present;
4 (3) the temporary presiding officer of the house of representatives may be
5 granted additional authority not expressly prohibited by this resolution by a majority vote of
6 the full membership of the house;
7 (4) the temporary presiding officer of the house of representatives shall have
8 the authority granted to the permanent presiding officer in Rules 16, 27, 28, 32, 34(a),
9 34(c)(3), 39(c), and 50 of the Uniform Rules, without consent of the body.
10 (5) every bill or resolution delivered to the chief clerk of the house of
11 representatives in accordance with Rule 37 of the Uniform Rules must be introduced, and the
12 chief clerk shall read each bill and resolution across in the order in which the measure was
13 received, regardless of whether the measure is a house bill or resolution, senate bill or
14 resolution, or a bill or resolution introduced by request of the governor;
15 (6) the temporary presiding officer of the house of representatives may not
16 refer a bill or resolution to a committee following introduction;
17 (7) the chief clerk shall
18 (A) place a house bill or resolution on the daily calendar upon request
19 of the prime sponsor of the measure, but the prime sponsor may request that the bill or
20 resolution be removed from the daily calendar at any time;
21 (B) place a senate bill or resolution on the daily calendar upon
22 receiving the measure from the other body;
23 (C) place a bill or resolution introduced by request of the governor on
24 the daily calendar upon receiving the measure;
25 (D) calendar each bill or resolution in the order requested or received
26 under (A) - (C) of this paragraph;
27 (8) the house of representatives shall take up bills and resolutions on the daily
28 calendar in the order in which they appear, unless another order is agreed upon by a majority
29 vote of the full membership of the house;
30 (9) the chief clerk shall engross or enroll bills and resolutions passed by the
31 house of representatives and transmit them to the other body or to the governor, as

1 appropriate, for consideration;
2 (10) a measure that does not satisfy the requirements in art. II, secs. 13 - 19,
3 Constitution of the State of Alaska, may not become law;
4 (11) the chief clerk shall have the authority granted to the Rules Committee
5 under Rule 50(c) of the Uniform Rules;
6 (12) the temporary presiding officer of the house of representatives does not
7 have the authority to consent to a joint session called under Rule 51 of the Uniform Rules, but
8 the house of representatives may consent to a joint session by a majority vote of the full
9 membership of the house; the joint session must be presided over by the president of the
10 senate;
11 (13) a majority vote of the full membership of the house of representatives
12 may select the house members of the legislative council, established in art. II, sec. 11,
13 Constitution of the State of Alaska; and
14 (14) the suspension of the Uniform Rules provided by this resolution expires
15 upon election of a permanent presiding officer by the house of representatives.
