STATE OF ALASKA BILL NO. SB078
2021 LEGISLATIVE SESSION
Analysis
This bill allows a health provider to treat, diagnose, and prescribe, dispense, and administer noncontrolled substances
through telehealth modes of delivery, without first conducting an inperson examination of the patient, if: the provider is
licensed, permitted, or certified and in good standing in another jurisdiction; the services are within the providers scope
of practice in the jurisdiction that issued his/her license, permit, or certification; and the provider will refer the patient for
services that are beyond his/her scope of practice.
The department is unable to accurately project the cost of implementing the provisions of this bill at this time. The
Division of Health Care Services (DHCS) may be responsible for configuration changes to the Medicaid Management
Information System (MMIS) to add a new provider type that will be required along with associated business rule changes
completed by the system contractor, and the Pharmacy PointofSale. Additional costs are expected to be incurred from
increased nurse prescribing prescription costs which are not reimbursed currently as well as an increase to call center
volume.
