Analysis
This legislation adds an additional section to AS 14.20, Limited language immersion teacher certificates. The legislation
allows for a person with expertise in a language other than English to qualify for a limited language immersion teacher
certificate without having a bachelor's degree or having completed a teacher preparation program.
This legislation maintains the State Board of Education and Early Developments authority to require an individual that
qualifies for a limited language immersion teacher certificate to demonstrate instructional skills and subject matter
expertise in areas like reading, mathematics, science, and social studies. This legislation prohibits the State Board from
adopting an examination requirement for a limited certificate issued under this legislation unless the examination is in the
instructional language for which the limited certificate is valid. This legislation allows the State Board to require that a
person who is issued a limited language immersion teacher certificate undertake academic training and make satisfactory
progress in the academic training.
It also requires that the local school board of the district or regional educational attendance area request the issuance of a
limited language immersion teacher certificate to an applicant. The request must specify the subject and instructional
language(s) other than English for which the certificate would be valid. Finally, the legislation establishes the length of the
initial limited certificate as one year, with the option of extending or renewing the certificate if the local school board or
regional educational attendance area certifies that the certificate holder has demonstrated skills in classroom instruction
and student assessment.
No effective date has been provided.
The department would need to review regulations and make necessary changes to bring teacher certification regulations
into conformity with the addition of limited language immersion teacher certificates. There is a onetime increment of
$6.0 to implement the necessary regulation changes.
