FISCAL NOTE ANALYSIS
STATE OF ALASKA BILL NO. HB 25
2021 LEGISLATIVE SESSION
Analysis
This bill requires the Department of Education and Early Development (DEED) to establish statewide education standards
for instruction in socialemotional learning (SEL) for adoption by the State Board of Education.
This fiscal note contains three onetime expenses: 1) $30.0 for $1.5 stipends for 20 educators for their year long
participation in the research and authoring of the standards, 2) $35.0 contract for a national SEL expert to facilitate the
standards process and professional development materials, and 3) $6.0 for legal fees to implement the necessary
regulation changes.
DEED plans to hold the necessary stakeholder engagement meetings with participating educators virtually and to publish
and disseminate the new SEL standards electronically.
The bill establishes an effective date of July 1, 2022.
