2021 LEGISLATIVE SESSION
Analysis
This bills revises Department of Fish and Game (ADF&G) statutes and uncodified law to create an elective ADF&G
commercial shore set net entry permit buy-back program and requires the Department of Natural Resources (DNR) to
terminate without penalty or charge the corresponding shore fishery leases.
Impact to DNR is minimal in terms of staff time to terminate a lease and provide ADF&G with the geographic and legal
boundaries of the purchased lease tract.
Each repurchased lease tract will result in a loss of rental revenue for the Shore Fishery Leasing Program. Anticipating the
effect of the lost revenue is difficult because timing and number of repurchased leases is unknown and the portions of this
bill that address repurchase of entry permits and termination of leases are automatically repealed in 2028 under section
11 of the bill; therefore, the division submits an indeterminant fiscal note.
