FISCAL NOTE ANALYSIS
STATE OF ALASKA BILL NO. HB17
2022 LEGISLATIVE SESSION
Analysis
This legislation statutorily prohibits discrimination based on sexual orientation and gender identity or expression under
Alaska human rights law enforced by the Alaska State Commission for Human Rights (Commission). Based upon legal
guidance, the Commission began interpreting sex under Alaska law to encompass sexual orientation and gender identity
or expression after the Supreme Courts decision in Bostock v. Clayton County, 140 S. Ct. 1731 (2020), so there is no fiscal
impact to the Commission from this legislation.
