FISCAL NOTE ANALYSIS
STATE OF ALASKA BILL NO. HB28
2022 LEGISLATIVE SESSION
Analysis
This legislation removes duplicative registration and numbering requirements for active commercial fishing, tender, and
processing vessels, by allowing certain vessels licensed by Commercial Fisheries Entry Commission (CFEC) to bypass
additional Division of Motor Vehicle registration requirements.
This legislation adds an $8 annual assessment to documented vessel license fees; the fee would be collected and
accounted for as provided in AS 05.25.096(b). During 2019, 2020, and 2021, there were 8,767 documented vessels
licenced by CFEC, which includes all vessels registered with the United States Coast Guard. CFEC estimates revenues from
the assessment will be roughly $70,136 per year.
CFEC anticipates minimal additional expense to the agency as a result of this legislation.
