FISCAL NOTE ANALYSIS

2020 LEGISLATIVE SESSION
Analysis
This bill makes several changes to statutes dealing with insanity and competency to stand trial under AS 12.47. Specifically,
it adds a new section requiring a psychiatrist or psychologist to notify the court and prosecuting authority if they have
reasonable cause to believe a defendant has become competent after charges have been dismissed as a result of a finding
of incompetency, and provides a process by which a defendant deemed competent may be charged again for certain
criminal charges previously dismissed.
Should this bill pass, no fiscal impact to the Alaska State Troopers is anticipated. Therefore, a zero fiscal note is being
submitted.
