A BILL
FOR AN ACT ENTITLED
1 "An Act relating to the Alaska Criminal Justice Commission; providing for an effective
2 date by repealing the effective date of sec. 73, ch.1, 4SSLA 2017; and providing for an
3 effective date."
4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:
5 * Section 1. AS 47.38.100(b) is amended to read:
6 (b) The commissioner [, IN COOPERATION WITH THE ALASKA
7 CRIMINAL JUSTICE COMMISSION ESTABLISHED IN AS 44.19.641,] may
8 provide for programs that have, as a primary focus, rehabilitation and reduction of
9 recidivism for persons on probation or parole or incarcerated for offenses and recently
10 released from correctional facilities. The commissioner may enter into contracts to
11 provide for programs under this section. An eligible program under this section must
12 accomplish at least one of the following objectives:
13 (1) increasing access to evidence-based rehabilitation programs,
14 including drug and alcohol treatment, mental health treatment, and cognitive

1 behavioral programs; or
2 (2) supporting offenders' transition and re-entry from correctional
3 facilities to the community, including transitional housing services, employment
4 services, vocational training, educational support, counseling, and medical care.
5 * Sec. 2. AS 22.20.210; AS 44.19.641, 44.19.642, 44.19.643, 44.19.644, 44.19.645,
6 44.19.646, 44.19.647, 44.19.649; and AS 44.66.010(a)(12) are repealed.
7 * Sec. 3. Section 35, ch. 83, SLA 2014, as amended by sec. 177, ch. 36, SLA 2016, sec. 73,
8 ch. 1, 4SSLA 2017, and sec. 123, ch. 4, FSSLA 2019, are repealed.
9 * Sec. 4. Section 83, ch. 1, 4SSLA 2017, is repealed.
10 * Sec. 5. This Act takes effect immediately under AS 01.10.070(c).
