2020 LEGISLATIVE SESSION
Analysis
The bill would establish the Alaska Lottery Corporation. The bill authorizes the new public corporation to establish and
operate lottery games in the state and to participate in multi-state lotteries operated in conjunction with other lottery
authorities.
The purpose of the bill is to raise additional revenues for the state. A new account in the general fund, Lottery Profits
Fund, would be created for the net profits to be deposited in and be available for appropriation to serve public health,
welfare, and education. Funds would go towards the following programs: domestic violence prevention, drug abuse
prevention, foster care, seniors, or homelessness and would go to the education endowment fund. 10 percent of the
balance available would be available for appropriation to the education endowment fund for K-12 public education as a
supplemental grant to school districts according to the average daily membership for each district adjusted under AS
14.17.410(b)(1)(A)-(D).
The revenue from the lottery does not create a dedicated fund and does not lapse.
There is no cost to the Department of Education & Early Development under this bill.
