Analysis
This bill provides the scope and criteria for a registered sex offender to petition to be removed from the registry published
on the internet by the Department of Public Safety (DPS), creates three tiering levels to classify the severity of sex offense
convictions and the duration for which an offender must register under each, and adds a new registerable offense under
AS 12.63.100(7) for offenses committed under AS 11.61.140(a)(6) and (7).
DPS is responsible to maintain the state's central registry of sex offenders under AS 18.65.087. This bill will impact
business and technical procedures DPS has in place for managing the registry. It creates a distinction between the central
registry maintained by DPS in internal databases and the registry published on the internet which will require DPS to
modify systems to continue to process registration information in the central registry while preventing the information
from displaying on the published internet registry when an offender successfully petitions the court to be removed from
it.
Several programing changes to the central registry application will be needed, including the public sex offender
registration website and the state's criminal history repository, in order to capture, store, and process registration
information that incorporates the changes in this bill. DPS estimates programming changes will require approximately 500
hours to complete at a cost of $120 per hour.
