A BILL
FOR AN ACT ENTITLED
1 "An Act relating to the authority of the Department of Administration to transmit
2 registration information to the Selective Service System; and relating to identification
3 cards and drivers' licenses."
4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:
5 * Section 1. AS 18.65.310(b) is amended to read:
6 (b) A person may obtain an identification card provided for in (a) of this
7 section by applying to the department on forms and in the manner prescribed by the
8 department. The department shall include on the application for an identification card
9 a requirement that the applicant indicate
10 (1) that the applicant understands the options for identification cards
11 available at the time of issuance; [AND]
12 (2) the type of identification card that the applicant selects;
13 (3) whether the applicant objects to the department transmitting
14 registration information to the federal Selective Service System if the applicant is

1 required to register.
2 * Sec. 2. AS 18.65.310 is amended by adding a new subsection to read:
3 (s) The department shall transmit an applicant's military selective service
4 registration information to the federal Selective Service System unless the applicant
5 objects to the department transmitting the information under (b)(3) of this section.
6 * Sec. 3. AS 28.15.061(b) is amended to read:
7 (b) An application under (a) of this section must
8 (1) contain the applicant's full legal name, date and place of birth, sex,
9 and mailing and residence addresses;
10 (2) state whether the applicant has been previously licensed in the past
11 10 years as a driver and, if so, when and by what jurisdiction;
12 (3) state whether any previous driver's license issued to the applicant
13 has ever been suspended or revoked or whether an application for a driver's license has
14 ever been refused and, if so, the date of and reason for the suspension, revocation, or
15 refusal;
16 (4) contain the applicant's social security number; the requirement of
17 this paragraph only applies to an applicant who has been issued a social security
18 number;
19 (5) contain other information that the department may reasonably
20 require to determine the applicant's identity, competency, and eligibility; and
21 (6) require that the applicant indicate
22 (A) that the applicant understands the options for drivers'
23 licenses available at the time of issuance; [AND]
24 (B) the type of driver's license that the applicant selects;
25 (C) whether the applicant objects to the department
26 transmitting registration information to the federal Selective Service
27 System if the applicant is required to register.
28 * Sec. 4. AS 28.15.061 is amended by adding a new subsection to read:
29 (h) The department shall transmit an applicant's military selective service
30 registration information to the federal Selective Service System unless the applicant
31 objects to the department transmitting the information under (b)(6)(C) of this section.
