FISCAL NOTE ANALYSIS
STATE OF ALASKA BILL NO. HB 203
2020 LEGISLATIVE SESSION
Analysis
This bill amends AS 16.10.240 relating to transportation of live crab by prohibiting commercially taken live King crab, live
Dungeness crab, or live Tanner crab from being taken out of Alaska unless the crab have been landed in a port in Alaska
and recorded on a fish ticket; deleting the exception that crab may be shipped via live air freight after prepackaging; and
limits the shipping of live Dungeness crab by means of surface transportation to only those situations in which testing of
the crab for the presence of marine toxins is not required by the Department of Environmental Conservation.
Within the Department of Public Safety, the Division of Alaska Wildlife Troopers (AWT) enforce Alaska's state wildlife laws
including enforcement of violations of AS 16.10.240. This bill provides an easier mechanism for enforcement to track and
monitor crab that may otherwise leave the State of Alaska illegally.
Passage of this bill would have no fiscal impact on AWT's enforcement efforts. Therefore, a zero fiscal note is being
submitted.
