Analysis
This bill amends AS 44.41.065(a) by reducing the amount of time in which the state crime lab must test a sexual assault
examination kit from one year to 6 months after the crime lab receives the sexual assault examination kit.
To achieve a 6 month turnaround time for testing of sexual assault examination kits while maintaining the current level of
service for other DNA services (property crimes, homicides, etc.), the crime lab estimates that two new Forensic Scientist III
positions would be needed for a total annual cost of $218,100. Necessary consumables (chemicals for testing) associated
with testing performed by the staff is estimated at $62,000 annually.
The crime lab would also need to outsource kits the first two years, though historically private forensic science service
providers have not consistently met a turnaround time of 6 months on all kits. Should this bill pass, the total first year costs
are estimated at $303,300 which includes nine months of personal services costs for two new Forensic Scientist III positions,
the cost of consumables for training the new staff, the costs of equipment and licensing fees for the new staff, and
outsourcing of 72 sexual assault examination kits at a cost of about $1,100 per kit to maintain turnaround times while the
new staff are trained.
Second year costs are estimated at $438,500 which includes annual personal services costs for the two positions, annual
costs for necessary consumables, and outsourcing of 144 sexual assault examination kits at a cost of about $1,100 a kit.
Third and subsequent years costs are estimated at $280,100 which includes annual personal services costs for the two
positions and annual costs for necessary consumables.
This fiscal note is contingent on approval of funding and positions requested in the Governor's FY2021 operating budget.
Should that request not be approved, this fiscal note will need to be increased by an additional two Forensic Scientist
positions, one Forensic Technician position, necessary consumables, and costs for appropriate outsourcing.
