FISCAL NOTE ANALYSIS
STATE OF ALASKA BILL NO. HB 183
2020 LEGISLATIVE SESSION
Analysis
HB183 requires the Department of Labor to determine the "prevailing rate of wages" for health care professionals,
defined in the bill as twenty different occupations, in Anchorage.
Labor Market Information would determine the prevailing rate of wages by referring to data produced by the federalstate
cooperative statistical program called Occupational Employment Statistics (OES). Because the occupations listed in HB 183
do not match on a onetoone basis with occupational wage data produced under the OES program, some additional
analytical work would be required to validate the data before providing it to the department's Labor Standards and Safety
Division for notification and enforcement.
Staff time for research and analysis in Labor Market Information is primarily funded by federal grants and interagency
receipts, which are billed for work performed. While additional positions are not required to perform the analysis
associated with this legislation, Labor Market Information would require an additional $10.0 in general funds to support
staff time to analyze and validate the OES data in response to this legislation.
