Why this fiscal note differs from previous version/comments:
Updated to reflect reduced expenditures based on reducing the number of in-person meetings to a single meeting and publishing
standards electronically instead of hard copies being delivered. Due to the extended time-frame provided to develop guidelines, this
fiscal note requests a multi-year appropriation (FY2021 and FY2022).

Analysis
This bill seeks to amend existing health education law, AS 14.30.360 Health education curriculum; physical activity
guidelines, by specifically adding mental health education to the statute. This bill advocates for students to receive on
going education on mental health by 1) explicitly adding mental health to the list of health topics districts are encouraged
to include in their K12 health education programs, and 2) requiring the State Board of Education and Early Development
to provide districts with health education standards for instruction in mental health that are developed in consultation
with the Department of Health and Social Services (DHSS) and representatives of national and state health organizations.
This fiscal note contains three onetime multiyear expenses: 1) $35.0 for a yearlong contract with a state or national
subject matter expert with experience facilitating the creation of state health education standards, 2) $30.0 for travel for
2030 representatives of mental health organizations to convene in Anchorage for a single twoday meeting, and 3) $6.0
for legal services costs associated with producing new regulations. The department will make standards available
electronically to all 500 schools, all 54 school district offices, and other health education stakeholders.
Transition language provides the State Board of Education and Early Development two years to develop mental health
guidelines. A multiyear appropriation of $71.0 covering FY2021 and FY2022 would allow the department to expend
funding over the two years.
