FISCAL NOTE ANALYSIS

2019 LEGISLATIVE SESSION
Analysis
The Commercial Fisheries Division intends to utilize existing staff under the Aquaculture Section to administer the
program proposed in this legislation. The Private Nonprofit Hatchery Permit Coordinator is the primary person responsible
for revaluating these permit applications. Department of Fish and Game genetics, pathology, and management staff also
contribute to the permit application review process. Permit application review generally takes six months to one year to
complete. The Department of Fish and Game considers these additional operating expenditures to be indeterminate
because there are a number of variables that could potentially change the cost to the Department. The species used for a
project, the size of the project , and the number of projects will all have unique impacts on Commercial Fisheries Division
staff.
The permit fee is established in AS 16.012.010(c) at $1,000. This fee would also apply to applications for new salmon
private nonprofit hatcheries, which is currently $100. Based on industry interest, the division anticipates that there will be
two or three applications per year for the first two years and then decline to an estimated one permit application per
year. At this time, the number of potential applicants is unknown, therefore, the anticipated revenue is indeterminate.
