Analysis
The Department of Natural Resources (DNR), Division of Parks and Outdoor Recreation (DPOR), anticipates a $20.0 fiscal
impact to revise the existing WoodTikchik State Park Management Plan (last updated in October 2002) and associated
regulations (11 AAC 20.300 11 AAC 20.988) to match the statutory changes required in this bill.
The park's current management plan places stringent restrictions on activities allowed in Management Unit 3 (Chapter 9,
pages 911 through 913). The plan would need to be redrafted to reflect the Legislature's finding that a hydroelectric
site is no longer incompatible with park purposes at the Nuyakuk Falls.
Under the current regulatory process DPOR must solicit public comment on proposed amendments to the management
plan. After receiving public testimony on the draft amended management plan, DPOR must submit a final draft to the
commissioners of DNR and Department of Fish and Game for approval.
DNR anticipates it could take up to one year to revise the management plan and solicit public comment, and to hold two
public meetings in the affected region. This cost estimate assumes that the only changes to the plan would be those
related to Nuyakuk Falls. Upon plan approval, DPOR would begin amending the regulations at 11 AAC 20.30, which it
estimates would take approximately four months.
