A BILL
FOR AN ACT ENTITLED
1 "An Act relating to sex education, human reproductive education, and human sexuality
2 education."
3 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:
4 * Section 1. AS 14.30.361 is amended by adding a new subsection to read:
5 (e) A program in sex education, human reproductive education, or human
6 sexuality education under this section
7 (1) must be age-appropriate and medically accurate;
8 (2) must include current information regarding
9 (A) the physiological changes that occur during adolescence
10 and subsequent stages of human development;
11 (B) pregnancy and parenting, including
12 (i) that the life of an unborn child begins at conception;
13 (ii) prenatal development;
14 (iii) childbirth;

1 (iv) the financial and emotional responsibilities of
2 raising a child; and
3 (v) that parenting is a lifelong commitment;
4 (C) exposure to sexually transmitted diseases, including the
5 human immunodeficiency virus, acquired immunodeficiency syndrome,
6 human papillomavirus, and hepatitis;
7 (3) must include a curriculum that teaches
8 (A) skills necessary for a student to remain abstinent and
9 maintain good sexual and reproductive health;
10 (B) information regarding the involvement and responsibility
11 of males and females in making decisions about sexual activity;
12 (C) abstinence from sexual activity as the preferred choice for
13 unmarried students because it is the only 100 percent effective way to prevent
14 pregnancy and sexually transmitted diseases and it is effective in preventing
15 the emotional trauma associated with adolescent sexual activity;
16 (D) that a preadolescent or adolescent who engages in sexual
17 activity may suffer emotional or psychological consequences because of the
18 sexual activity, that sexual activity out of wedlock is likely to have harmful
19 psychological or physical effects, and that there may be social, psychological,
20 or health benefits to abstaining from sexual activity;
21 (E) the importance of
22 (i) communication between a student and parent about
23 sexuality and abstinence; and
24 (ii) becoming self-sufficient before engaging in sexual
25 activity;
26 (F) that sexual activity increases the likelihood that a student
27 will drop out of school because of a sexually transmitted disease or unplanned
28 pregnancy;
29 (G) abstinence from sexual activity as the expected standard for
30 an unmarried student and a mutually faithful and monogamous relationship
31 within a marriage as the expected standard for sexual activity; and

1 (H) the potential results of adolescent sexual activity, including
2 (i) that bearing a child out of wedlock is likely to have
3 harmful consequences for the child, the child's parents, and society; and
4 (ii) the process and advantages of adoption, including
5 the adoption of a child with special needs;
6 (4) may not include instruction in, or advocacy of,
7 (A) the intricacies of sexual intercourse, sexual stimulation, or
8 erotic behavior;
9 (B) homosexuality;
10 (C) gender identity or expression;
11 (D) the use of contraceptive methods or devices;
12 (E) sexual activity out of wedlock;
13 (F) means or methods that encourage the violation of criminal
14 law;
15 (5) may not teach or promote religious doctrine in violation of
16 AS 14.03.090; this does not preclude the discussion of moral, ethical, or religious
17 views related to sexual activity.
