FISCAL NOTE ANALYSIS
STATE OF ALASKA BILL NO. HB148
2020 LEGISLATIVE SESSION
Analysis
This bill will remove the requirement for two witnesses in solemnization of marriage. Only the participants and the person
solemnizing the wedding need to be present. Currently, state law requires two witnesses in addition to the person
solemnizing the marriage to witness the marriage and sign the marriage certificate. The bill will require the Division of
Public Health to dispose of all current stock of marriage certificates, redesign the standard and decorative forms, and
purchase stock of the new form. The cost to the section is nominal and can be absorbed within the existing appropriation.
Therefore, this is a zero fiscal note.
