FISCAL NOTE ANALYSIS
STATE OF ALASKA BILL NO. SB 81
2020 LEGISLATIVE SESSION
Analysis
SB 81 allows telecommunications services to incorporate as cooperatives under the statutes pertaining to electric and
telephone cooperatives. "Telecommunications services" means a service capable of electronically generating, acquiring,
storing, transforming, processing, retrieving, utilizing, or making available information, through the use of broadband
Internet access, data center services, information technology, or other technology services.
The Division of Corporations, Business, and Professional Licensing anticipates the following fiscal impact if the bill passes,
but the division can absorb the expenses using existing authority:
Services: $1.2 (printing, postage, and legal costs for the regulations project)
The Business Licensing section of the Division of Corporations, Business, and Professional Licensing is funded by General
Fund/Program Receipts fund source 1005 GF/Prgm (DGF). Business licensing fees are set per AS 43.70, and revenue in
excess of authorized budgeted expenses reverts to the State of Alaska general fund.
