FISCAL NOTE ANALYSIS
STATE OF ALASKA BILL NO. SSSB068
2020 LEGISLATIVE SESSION
Analysis
This bill establishes an advance practice permit for dental hygienist; prohibits unfair discrimination under group health
insurance and relates to medical assistance for dental hygiene services.
The bill also expands the settings in which individuals may receive dental hygiene services, including some settings
ineligible for the Medicaid program (i.e., correctional facilities for juveniles and adults).
The cost impact of these services to Medicaid sevices is expected to be absorbed as any increases are expected to be
offset by corresponding decrease in expenditures on advanced dental procedures.
Implementation of this bill will require major core system change within the MMIS estimated at $250.0. Costs to the
system change will be incurred in FY2022 following the regulations being adopted.
