A BILL
FOR AN ACT ENTITLED
1 "An Act making appropriations for public education and transportation of students;
2 repealing appropriations; and providing for an effective date."
3 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:
4 * Section 1. DEPARTMENT OF EDUCATION AND EARLY DEVELOPMENT. The
5 sum of $30,000,000 is appropriated from the general fund to the Department of Education and
6 Early Development to be distributed as grants to school districts according to the average
7 daily membership for each district adjusted under AS 14.17.410(b)(1)(A) - (D) for the fiscal
8 year ending June 30, 2020.
9 * Sec. 2. FUND CAPITALIZATION. (a) The amount necessary, estimated to be
10 $1,172,603,900, to fund the total amount for the fiscal year ending June 30, 2020, of state aid
11 calculated under the public school funding formula under AS 14.17.410(b), is appropriated
12 from the general fund to the public education fund (AS 14.17.300).
13 (b) The amount necessary, estimated to be $77,214,600, to fund transportation of
14 students under AS 14.09.010 for the fiscal year ending June 30, 2020, is appropriated from the

1 general fund to the public education fund (AS 14.17.300).
2 * Sec. 3. Sections 4 and 5(c) - (d), ch. 6, SLA 2018, are repealed.
3 * Sec. 4. LAPSE. The appropriations made in sec. 2 of this Act are for the capitalization of
4 a fund and do not lapse.
5 * Sec. 5. Section 3 of this Act takes effect June 30, 2019.
6 * Sec. 6. Except as provided in sec. 5 of this Act, this Act takes effect July 1, 2019.
