FISCAL NOTE ANALYSIS
STATE OF ALASKA BILL NO. LL 0139
2019 LEGISLATIVE SESSION
Analysis
This legislation will result in the addition of a duty for the Department of Labor and Workforce Development to coordinate
and monitor state career and technical education (CTE) programs by cooperating with the Department of Education and
Early Development, the University of Alaska, and any other entities that provide or fund these programs.
There is no fiscal impact to the department as a result of this legislation, because this does not significantly change the
departments programs. This legislation simply formalizes the department's role in the coordination of the state's CTE
programs.
The Alaska Workforce Investment Board (AWIB) within the department is already the lead state planning and coordinating
entity for the human resource programs in the state. The AWIB is responsible for the facilitation and development of an
effective employment and training education system, which aligns workforce, education, and economic development. The
AWIB's staff includes a position that serves as the department's CTE Coordinator. This position worked with the AWIB, the
Department of Education and Early Development, and the University of Alaska to develop the 2010 Alaska Career and
Technical Education Plan A Call to Action. In 2018, these same partners developed the 2018 Addendum to the Alaska CTE
Plan.
The department's CTE Coordinator will continue to work with all partners to implement these plans, but as a result of this
legislation this position will shift focus slightly to help the department and the AWIB monitor and evaluate the state's CTE
programs as well. This will include working with all partners to ensure the state's CTE programs align with various
workforce and economic development plans to meet industry, employer, and employee training needs and improve
employment outcomes.
