Analysis
This bill changes the percentage of repayment that a WWAMI medical education program participant, who does not
return to Alaska, must pay back to the state. Currently, WWAMI participants enter into a loan agreement with the State of
Alaska for 50 percent of the amount paid by the state. This new bill would change the loan agreement to 100 percent of
the amount paid by the state, which must be repaid (plus interest) if the WWAMI participant does not return to Alaska to
perform qualifying services as a physician.
This proposed change results in a zero fiscal note because it does not change the cost to the state of participation in the
WWAMI program; rather, it will result in repayment to the state of an increased amount by those WWAMI students who
do not qualify for loan forgiveness.
The cumulative amount repaid by WWAMI students, inceptiontodate, since the 50 percent repayment obligation began
in 2000 is $4,410,186.81, of which $3,708,152.60 is principal and $702,034.21 is interest.
