Analysis
   This bill changes the pretrial program established by SB91 in 2016, but leaves in place the authority for the department to
   maintain pretrial officers to supervise defendants. Elements of the repeal and new authority are contained throughout
   the bill. These changes to the pretrial program come with both savings and costs. Those costs are reflected on a different
   fiscal note and are due to increased incarceration days.
   This bill will allow the department to merge the pretrial division with the Division of Probation and Parole resulting in a
   reduction of division leadership. This bill also eliminates the requirement that pretrial officers conduct a risk assessment
   for all defendants. This reduction in work load enables the department to eliminate 8 positions with an associated savings
   of $832.2.

   Travel costs are reduced by 10 percent for a savings of $13.5 and commodities are also reduced by 10 percent for a
   savings of $108.0.
