Why this fiscal note differs from previous version/comments:
The House Fisheries Committee removed the new definition of "immediate family member" from the bill, which would have only applied
to the Boards of Fisheries and Game. The analysis section has been amended to reflect that change.

FISCAL NOTE ANALYSIS
STATE OF ALASKA BILL NO. CSHB 35(FSH)
2019 LEGISLATIVE SESSION
Analysis
This bill changes the procedures for members of the Board of Fisheries and the Board of Game when it is determined a
member has a personal or financial conflict under AS 39.52. Currently, if a member is found to have a conflict on an
individual proposal, that member must physically remove themselves from the deliberations and board actions. This bill
would allow the member to remain at the table for deliberations but would still require recusal from actions. This bill does
not affect either board's existing authority to determine if a member has a conflict under AS 39.52. None of these changes
result in a fiscal impact to the department.
