FISCAL NOTE ANALYSIS
STATE OF ALASKA BILL NO. HB 81
2018 LEGISLATIVE SESSION
Analysis
This bill prohibits a retail seller from providing disposable shopping bags to customers to carry or protect goods purchased
from or serviced by the seller, subject to several exceptions. The bill does not require the Department of Environmental
Conservation to take any specific action, it only allows assessment of administrative fines. Due to resource constraints and
other higher priority duties necessary to safeguard public health, the Department may respond to complaints of violations
of this requirement as resources allow, but would not actively seek out violations or conduct routine inspections.
