FISCAL NOTE ANALYSIS
STATE OF ALASKA BILL NO. CSSB 91(FIN)
2019 LEGISLATIVE SESSION
Analysis
The bill requires revision of the WoodTikchik State Park management plan to reflect the Legislature's finding that a
hydroelectric site at the Nuyakuk Falls is not incompatible with park purposes.
Revising that plan requires the Division of Parks and Outdoor Recreation (DPOR) to solicit public comment on proposed
management plan amendments, produce a draft amended management plan, and submit a final draft management plan
to the commissioners of the Department of Natural Resources and the Department of Fish and Game for approval.
DNR estimates it could take up to one year to hold two public meetings in the affected region, solicit and respond to public
comment and produce a revised management plan. Upon commissioners' approval, DNR estimates it would then take
approximately four months to make conforming amendments to the regulations at 11 AAC 20.30.
DNR anticipates entering into a funding agreement with the project proponent under which DNR would collect
approximately $20.0 in receipts from the proponent to recover costs incured to revise the park management plan and
department regulations, using DPOR's existing receipt authority.
