Analysis
This legislation increases the maximum unemployment insurance compensation weekly benefit amount from $370 to
$510 effective January 1, 2018; and sets forth criteria to follow for increases in future years.
Actual costs to the state resulting from this change are indeterminate because they would vary depending on the number
of unemployed state employees who qualify for unemployment insurance benefits as well as the base salary of those
employees.
To provide an example of potential costs to the state, the Department of Labor and Workforce Development Research and
Analysis Section conducted a review of benefits paid in CY2017 to those deemed reimbursable by the State of Alaska.
In CY2017, there were 1,515 former state employees who qualified for unemployment insurance benefits, and 487 who
qualified for the maximum weekly benefit amount of $370. Had HB142 been in effect during CY2017, the increased weekly
benefit amount would have resulted in an estimated cost difference of $456.6 based on the actual total benefits paid
under the current benefit schedule ($4,454.1 for CY2017) compared to estimated total benefits paid under the benefit
schedule proposed by HB142 ($4,910.7 for CY2017).
