2018 LEGISLATIVE SESSION
Analysis
This legislation corrects boundary description errors in statute for State Game Refuges and Critical Habitat Areas, and adds
a segment of land to the Dude Creek Critical Habitat Area. The Senate Resources Committee amended the bill to clarify
the purpose of State Game Refuges (AS 16.20.020) and Critical Habitat Areas (AS 16.20.500) "to conserve and preserve the
natural habitat and game population in certain designated areas of the state." The word conserve replaced the word
protect, and has no impact to the department's interpretation of statute or subsequent management. The amended
version also adds the words "and Hunting Preserve" after the names of the following special areas: Anchorage Coastal
Wildlife Refuge, Palmer Hay Flats State Game Refuge, Yakataga State Game Refuge, Mendenhall Wetlands State Game
Refuge, Susitna Flats State Game Refuge, Minto Flats State Game Refuge, Trading Bay State Game Refuge, and Creamer's
Field Migratory Waterfowl Refuge. Signage will be updated on an asneeded basis, and not specifically as the result of
these name changes, and therefor the department will incur no additional cost. The department will update digital
publications as a normal course of business.
There are no additional costs associated with these changes as management of the additional or shifted lands falls within
the normal scope of work. The department already manages these lands under a management right assigned by the
Department of Natural Resources. These changes will streamline operations, allowing for more effective management
actions.
There will be zero fiscal impact to the department.
